Latest Update: The Government has officially approved the Caste Census! It will be conducted digitally, with officers visiting every single house with tablets to collect data.

The Legislative Journey

The path to the 2027 Digital Census has been shaped by significant administrative and legislative milestones. Following the 2021 delay due to the global pandemic, the Union Cabinet approved a revised framework emphasizing a "Paperless Census".

  • Cabinet Approval: The strategic plan for the 16th Indian Census was formally approved with an allocated budget of over ₹12,000 crore.
  • ORGI Readiness: The Office of the Registrar General & Census Commissioner (ORGI) has completed the development of the CMMS (Census Management and Monitoring System) portal.
  • Constitutional Mandate: Conducted under the Census Act, 1948, this exercise will be the first to legally integrate caste enumeration within the main census schedule for all categories.

Detailed Phase-Wise Roadmap

The census is not a single event but a multi-year operation. Here is the technical breakdown of the upcoming phases:

Phase 1: April - September 2026

Houselisting & Housing Census (HLO)

In this phase, enumerators will identify and number approximately 33 crore residential, commercial, and mixed-use structures. The primary goal is to create a robust National Population Register (NPR) framework and identify the "Head of Family" for each unit.

Phase 2: February 2027

Population Enumeration & Caste Mapping

The main enumeration phase will collect detailed data on 31 parameters, including disability status, migration patterns, and specifically, Caste and Sub-Caste identities. This phase uses the "De Jure" method, counting people where they usually reside.

Why the 2027 Timeline?

The decision to conduct the main enumeration in 2027 allows for the full integration of Digital India infrastructure. By 2027, the government aims to have 100% 4G/5G coverage in rural panchayats, enabling real-time data synchronization from even the most remote corners of the country.

Do I need papers/documents? +
