District-Wise Survey Implementation

The 2023 survey was implemented across all 38 districts of Bihar using a two-phase methodology: House Listing (Phase 1) and Caste Enumeration (Phase 2). This rigorous process involved over 2 lakh enumerators, primarily school teachers, who visited every household to collect data on 17 specific socio-economic parameters.

Legal & Political Impact

The Bihar Caste Survey faced multiple legal challenges in the High Court and Supreme Court. However, the judiciary's decision to allow the publication of data has paved the way for the Bihar government to increase the state's reservation quota to 75% (including EWS), aimed at ensuring proportional representation for marginalized groups.
